Alabama Folk - Ainsworth released the reopening plan for Alabama; when does it start?

We're in a stay at home order from Ivey until April 30th. However, Ainsworth held a press conference this morning to announce the reopening plan for our state. He introduced the task force and they released the official document that details the plan.
I haven't heard it mentioned when this begins. Are we waiting until May 1st? Starting now and reneging the April 30th order? That part has been unclear.
I've also heard that each phase is expected to last two weeks. Phase II includes the reopening of universities and schools. While I don't expect schools to reopen after shutting them down and switching to virtual learning, I am curious about the possibility of it occurring.
If the two weeks timeline estimate is correct and we're starting say on Monday, then I should expect schools to be reopened around May 1st giving us a month of brick and mortar instruction.
Anyways...I know this is mostly Alabama-centric but I wasn't sure where else to get answers.

May 1st is a Friday ... that would be a dumb day to restart anything. May 4th makes more sense IMO.

Didn't get a chance to watch it, but I heard that the recommendation was that most retail can be opened now provided certain precautions are taken. This is just a recommendation though. I think it is up to Ivey and the state health officer to take action.

I'd imagine they're going to follow the federal guidelines and start Phase 1 once we have 14 days of decreasing cases and you can't put a firm date on that.

The schools are already closed for this school year. They aren't going back. It was announced back in March (25th or 26th I believe) and they ordered home instruction to start April 6th and would continue for the rest of the school year.
Now, since it wasn't as bad as the predictions were saying back at the end of March, I would like to see something like another 2 weeks of home instruction and let them go back for the last month. I have a first grader and I really believe she would benefit from going back for at least a month. She is going stir crazy with her mom teaching her and not able to see any of her friends except the one that lives up the street every now and then.

What does this even mean if no one is tracking recoveries? The last few days in Jefferson County the additional confirmed cases have been in the single digits. We are already in a situation where recoveries are almost certainly outpacing new cases (apart from maybe a couple of hot spots).

What phase does daycare fall into? I can work remotely so I'll be phase 3, wondering where daycare falls.

I was trying to listen to the press conference but missed portions. I think he did say some businesses like retail and restaurants can open immediately with certain restrictions. I’m not sure about barbershops and hair salons. Large venues and gatherings like movie theaters can’t open yet. I also think some beaches will open May 1 with restrictions and they hope all beaches fully open by May 15.
Some of that may be wrong though as I did only get to hear bits and pieces.

If I owned a restaurant I’d find a way to have as much outdoor seating as possible to make up for social distancing inside. Might be able to have full capacity along with social distancing. Get some overhead or full coverage stuff if weather is uncooperative.

I think one of the restrictions will be no more than 6 people to a table.

This is just a plan and has to be approved by every Tom and Harry Dick around before it can start being put in place. With all of the political posturing and hoop jumping going on, I don't believe anything that says "immediately". I don't think schools will reopen this school year, either.
To believe this plan gets put into place anytime withing the next 2 weeks to a month we have to ignore all the political decision making of those who are afraid to be the ones who didn't do enough. Then, every damn mayor in the state will have to get their camera time. The closure of everything was a shitshow, and I have little reason to believe the reopening of everything will any better.

I wouldn't mind them going back to school. I've got a middle schooler and one in K5. If anything just to give my wife some sanity of trying to wrangle them all while I'm working upstairs. And I said it in another thread, but I'd love to go back to the office a couple days a week.

How is this defined. My kids equal 6, are we going to have to sit at two separate tables? That would be dumb as hell.
