If that person is getting the job done working 20 hrs while remaining available to work more if necessary, what’s it to you? Not their fault that management may not be efficiently using its workforce.

New York City Council member Rafael Espinal Jr. has introduced a bill which would make it illegal for businesses to require that employees check their email or other electronic communication during non-work hours.

Nothing, but it'll make a great talking point when they run for re-election.
At best, a few small business owners will face minor consequences for being terrible people to their (uncompensated) employees.
Otherwise... nothing.
