I assume it's more to provide a coating of the mucus membranes than to neutralize the base. Slow poison absorption and give the ER a chance to shovel charcoal down your throat.
If there is any boost to the milk....it's not that it's basic. It's essentially a buffer. You can injest it in whatever quantities and it will result in the same pH in the stomach after you mix it with the bleach.
To add acid to fix it, you would have to magically know how much bleach you consumed, how much acid is already present, and do math to factor in the pKa of the acetic acid you are consuming...you get the point.
And I don't think its a pH thing that makes bleach toxic anyway. I think it's more the chemical reactions that occur after its consumed.
Hence, back to the coating thing of milk.
Ditto for not to induce vomiting. Your esophagus, throat, and mouth will absorb these toxins into your blood a lot faster than in the stomach.

Took care of a toddler years ago that drank liquid draino. He lived but it basically ate up his esophagus. Iirc he ended up with a permament trach and tube in his stomach. Absolutely horrible what it did to that poor child.
