I think you’re missing the point. Because in-ground pools are easily accessible we fence them off so toddlers can’t get to them. Above ground pools are thought to be inaccessible for toddlers, so no fence is required. These above ground pools provide climbing holds that make them accessible, so they are dangerous.

I doubt it. It would be easily mitigated by making the straps taper to the pool so that they could not be used as hand/foot holds.

Insurance requires locks on all gates into the pool area. My biggest write up on inspections, “no lock on gate”

You have to assume at some point in the conception phase to market, someone with a safety background looked at these designs. You wont convince me otherwise.
But the real issue is people having pools at their home while also having non-swimming kids living there. If a kid can walk they should be in survival swimming lessons.
A simple step ladder is going to thwart any attempts to prevent access. There is no such thing as a completely safe pool when non-swimmers are around.

When our twins were born we bought 2 from another couple that had twins prior. Those things were only way we could get things done in spurts because it would occupy them just enough. The idiots that would just throw their kid in there and then not watch had to ruin a very good thing.

The proof is in the pudding. You are implying that it’s unbelievable that this could be due to incompetence, an assumption I’m comfortable with. I am saying that it’s even more unbelievable this could be due to evil, especially when they had to have known it would end in deaths and lawsuits. Incompetence comes closest to satisfying Occam’s Razor, plus it is the cause predicted by Hanlon’s Razor.
