I don't believe it is mostly financial. I believe that the NOPD had quite a few bad apples from the old days and that those guys did some very shady things. Those are not the kind of officers any department wants. On the other hand now that the Feds have taken over I think that it is hard for cops to do the job asked of them because every complaint is picked over with a fine tooth comb by the FBI. Katrina was an enigma but some of the things that went on in New Orleans were awful.

when I was there last summer it was the hot topic in papers and on the news.
Apparently 97% of those stopped were black or latino.

I don't think there is any question that you could go "gloves off" and let the NOPD do whatever they like in order to see crime go down. But what are you, and every other citizen, willing to tolerate?

Random stops
Checkpoints
Person and Vehicle searches
Profiling
Massive video surveillance
K-9 extinction by gunfire (kidding on that one)

All things consistently shown to suppress criminal activity. Of course they are also all unconstitutional. You can't have it both ways.

tourists need to feel safe.

no tourism = no money from tourism = MASSIVE hit to the NOLA economy = more crime

Like people have said in this thread. They are families that have lives in Nola for several generations and has not had violent crime touch close to home. I'm not ready to give up being pulled over and searched at random and my rights slowly stripped away bc 2 thugs with no regards to life decided to settle a dispute on bourbon. I feel it's a root problem not something we should be reactionary to that degree.

There is no quick solution to this problem without initiating some borderline unconstitutional policy like stop and frisk.

It's up to what the good people of New Orleans are willing to tolerate.

Talk about a non-response. How would tourists feel about NOPD throwing them on a car and going through their pockets for no reason? How long would NO residents hang around and work in the tourism industry if the police presence was so overwhelming that you couldn't walk about freely? It is all a trade off and that was my original question.

What are people willing to put up with in exchange for crime going down?

Don't quote me on this, but didn't stop and frisk in NYC just push crime away from certain areas like Times Square? I don't believe that overall shooting went down much.
