Why do you need a new rear wiper blade on a brand new vehicle? Ours is 5 yrs old and the rear blade still looks like new.

I had the same problem with mine. Took me a hot minute to figure it out, but realized I just wasn't pulling it hard enough.
They must be spring loaded or something, and the newness had it really tight, I guess. You have to pull pretty damn hard, thought I was going to break mine until it swung. Chevy should proclaim me King Arthur with all the effort it took. Funny thing is the second time it came up a lot easier.

I honestly can't tell if this is sincere advice or if your trying to get him to rip his wiper off.

Chevy purposely omits little things like this so you will take to the dealer to get gouged like a mofo.
Wait until you need to replace a highbeam or low beam headlight. Make sure you have a metric ratchet set. You will absolutely need a 9mm and 10mm for the undercarriage bolts. There are YouTube videos to show you the proper 'disassembly' steps. The first time will take about an hour but after you learn the sequencing it can be done in about 1/2 hour. Nineteen screws to take out from the grill to the undercarriage as well as snapping off the plastic wheel base cover.
They purposely made it a NASA project to replace an $11 bulb (with no instructions except "Take to Dealer") so they can charge you $120 at the dealer. Yours is a 16 so they might have simplified the process due to blowback from customers but I doubt it.
****Do not make the mistake of assuming you can unscrew the top grill screws and wiggle the lamp cover out. You will scratch the crap out of the paint around the lamp because it is impossible to do without breaking the lamp compartment.

I don't know either as I have not had to change mine and it is 6 years old. I would Google 'Changing a Tahoe rear window wiper' to see what the process is.

I looked at the manual for the 16 Tahoe/Suburban. It makes it sound like you are supposed to lift it off the glass and hold it in place with one hand while changing the blade with the other.
I was curious to see the new headlamp process and it only shows how to change the driver side lamp. Says to take to dealer for the passenger side. It is probably the same process as the previous model where you have to do all the stuff I mentioned.
