The law should be so that the owner of ANY pet that attacks another person should be charged as though the owner committed the attack. Soon you would see less attacks.

Actually in Louisiana you are justified in killing as dog off a leash that comes on your property. As long as you "feel" threatened.
Told this by several LOE's thought they did say it's best to file a complaint with animal control and/or local LE first as documentation of the problem.
Then if the owner threatens you to the point that you fear death or severe bodily injury you have a legal right to defend yourself by any means available in order to eliminate the threat.

Those types of dogs I would assume are most of the bad ones
