That’s either arson, or the wind was really blowing to catch that many different structures on fire.

I’ve been there (alone) once on business, stayed there the minimum time necessary for business then exited with quickness. Will never return.
I’ve got in-place medical evacuation coverage for my international travel but the third world emergency services and infrastructure there would make it almost a moot point: you might not get to the medevac.
The risk simply isn’t worth the reward, it’s not that pretty, culturally it is not noteworthy, no great historical sights of significance.

I honestly haven't been to a country that may have lax fire remediation policy. Would a place like this in the DR have sprinklers by chance?

Who installed them?
Who maintains them?
Who inspects & certifies them?
EMS, Fire Services and Hospitals are the same.
It’d be like trying to staff a Michelin starred restaurant with locals from Bogalusa.
It’s simply beyond their abilities to do what is required.
