What's the goal to achieve to possibly receive one of these from say the college of Science? Perfect GPA, big hourly load, work for a prof, polish apples? If the majority go to poors then consider this question moot.

There's definitely things you can do, but

Look into the work study program for you (or your kid). If they are a competitive student, especially if from out of state, let it be known to the university and/or the department that the student "really needs it" since out of state tuition is high.

Good GPA, departmental involvement, seeing professor during office hours, etc.

Best person to ask isn't the OT, but rather your academic advisor in your senior college.

My experience at LSU was that these people are less qualified to help you do anything than a random Burger King Employee.

College of Engineering has a pretty fat scholarship waiting for you if you take over 15 hours of class while simultaneously working at a job for at least 15 hours a week.
Paid for my rent that way.

ETA: College of Science may have something similar.
