I saw two guys walking down that road along the on ramp heading towards the woods on Saturday. Those homeless assholes don't give up the good spots easily

That’s a break-away connection to minimize fatalities in case of collision. You see them on a lot of signs on the interstate. Notice that the bolts are only in half holes to facilitate breaking off.
