According to Caesars, Payton and Bill O'Brian have the same odds. LINK

We could go 15-1 and they still wouldn’t give it to him

Payton won’t win coach if the year no matter what we do, but putting him the same odds as bill o brien is complete disrespect.

We are expected to win and be a contender.
If we do then Payton did what he was supposed to do. If we don’t then he’s a disappointment.
That’s not a great position to win coach of the year

Makes sense. The newer coaches have much better odds of winning, as do coaches of teams viewed as perpetually bad.
Bellichek is up there because if he can do it without Brady he'll finally "prove" he didn't need him.
Meanwhile Payton has had Brees his whole career and has had largely sustained success, so a 13-3 season is seen as nothing for us. We'll have to hit 14-2 and have the best record for Payton to have a legit shot at winning it.
Edit:
Basically what HollierThanThou said.

Only chance Payton wins is if Brees gets hurt early in the year and Jameis/Taysom take us to 13 wins

It’s kind of a shame he wasn’t even considered last year considering how he navigated the season.

My guess without looking it up is Harbaugh.
