Maybe Victor isn’t a great special teamer? I assumed the RB they were going to sign was going to be needed on special teams.

Nope. We didn't have a RB on our PS.
Pretty sure Lasco was the only RB on our PS all year.

Strengths
Loose hips and quick feet are his calling card. Crafty with outstanding lateral movement to sidestep tacklers in the backfield, in the hole and on the second level. Light feet allow for immediate actions and reactions when needed. Forced 44 missed tackles in 2014. Has excellent instincts. Great feel through the hole maintaining distance from tacklers and finds the best running lane possible most of the time. Limited tread wear with just 406 carries at Arkansas. Sets up his blocks well and runs with good balance through contact and an ability to run through arm tackles. Played in physical running game and will finish runs stronger than most slashing backs. Dependable in short yardage with the fortitude for short yardage situations. Three-down running back with soft hands out of the backfield. Willing to do his part in pass protection.
Weaknesses
Needs to play with consistent burst and decisiveness. Spoiled between massive Arkansas offensive line that blew open gaping lanes that he won't see in the pros. Against Georgia (2014), made bad decisions to break inside runs outside because lanes were tighter than usual. At times, got too cute in the hole rather than planting and bursting upfield. Thin calves. Could use a little more thickness in his legs. Missed entire 2015 season after surgery to repair a left foot injury in August. Must get better at protecting football at point of impact. Lost five fumbles in 2014.

Williams is one of the more creative runners in tight quarters that you will find in this draft, but teams won't have to sacrifice too much toughness in order to take advantage of his slashing style. Williams' physicals at the combine will be huge since teams are justifiably concerned when the long term health of running backs who sustain foot injuries.

Because Victor was just okay in the preseason and doesn't play special teams. Plus he's small.
He runs hard and did well against backups, but he was far from blowing things away like PT, Ivory, and KRob did in the preseason. Those guys owned the backups. Victor just held his own.

We have Edmunds for ST and honestly not many backs would take Lasco's role on ST as he was more like what a LB would be on ST.
We really needed an extra runner in case of the unspeakable/to help close out games because despite busting the big one Edmunds was not looking too hot as a runner prior.

Happy for JWill. Was shocked that the Bills cut him, but apparently they wanted someone who could play STs. He also got a DUI last offseason.
I thought he would be the better of the two between him and Alex Collins but he has some work to do if he wants to have the year Collins is having lol. Forgot Joel Thomas was there now so it makes a lot of sense.

Good player- fans in Buffalo justified that it must have been special teams that last his spot because he was clearly their second best runner. Had a dui arrest his first offseason. So maybe it was character
Frankly, Beane/McDermott have been slashing through anyone Whaley picked at alarming speed so it wouldn’t be shocking if it was as simple as keeping their guys
