I think it has more to do with being able to get more work for your first-string guys in a controlled environment (practice) rather than sitting them in a preseason game in which the coaches can't control the proceedings. In a joint practice the coaches can set the parameters (contact vs. no-contract, length of time, etc) and control the situations they want to work on as opposed to a game where they can't script out the game with the other team.
I bet if you took a poll of HCs they would say they value the joint practices FAR more than preseason games

Strief said as an example that Penning his first year took 30% of the snaps compared to when he played. Less snaps are by the last CBA. No two a days. Less days of practice and less snaps are a real thing.
