If there's no QB that has transcendent qualities available, go Campbell. If there's a QB you believe to be the cornerstone of your franchise for the next decade and a half, you pick him every time.

They did not take a QB in the first round between Palmer and Burrow. They took Dalton in the 2nd round and McCarron in the 5th. That looks like the only QBs they drafted after Palmer left following the 2010 season until Burrow. They went 4-12 w Palmer in 2010 and took AJ Green #4 overall then Dalton in the 2nd, they made the playoffs the next 5 years, and 3 years of 6-7 wins before the disaster 2-14 that lead to Burrow. So your whole premise is completely wrong

If the Saints had a top 5 pick they would pass on Campbell and a QB and take a project DLineman from SMU or South Harmon Institue of Technology. We always have to be "cute" and try to find the diamond in the rough that nobody else would think to take. I hate our organization.
