Romo hasn't been bias.
And if anything, he would be bias towards Payton.. considering he owes pretty much his entire NFL career to him..
Romo will sometimes pull for whoever has the ball in certain situations, such as.. come on now.. but he does it without bias.. he does it both ways..
I guess there's truly no pleasing everyone as a professional commentator..
