Forward pass explanation from Grok

I don't agree with the call but here is the rule except and explanation.
Here’s the exact language from the NFL rulebook (Rule 8, Section 1):
When a player is in control of the ball and is attempting to pass it forward, any intentional forward movement of his hand starts a forward pass.
If contact by an opponent materially affects a passer after the passer begins his throwing motion, it is a forward pass if he passes the ball, regardless of where the ball strikes the ground, a player, an official, or anything else.
Officials (and replay) also have this clarifying language: if the quarterback begins his throwing motion and is then hit, causing the ball to go backward, it is still a forward pass. When the ball hits the ground, it becomes an incomplete pass (dead ball), not a live-ball fumble or backward pass.?

Why this exists
The rule is designed to protect the quarterback’s throwing motion. Once the arm starts going forward with control of the ball, the play is treated as a pass attempt. The direction the ball actually travels after contact doesn’t override that determination.
It only becomes a fumble if:
The arm has not started forward yet, or
The quarterback is tucking the ball back toward his body (or re-cocking) when he loses it.
In the Saints-Lions play, the booth decided Goff’s hand/arm had started forward, so the ball coming out (even if it looked like it went backward or sideways) was ruled an incomplete forward pass. That’s why it wasn’t a live ball the Saints could recover for a touchdown.

The rule says the hand moving forward not the arm. He clearly had his arm coming up when hit.

This didn’t happen.
Young had his arm prior to any forward motion. Therefore, no control. Which is why the ball went backward

I’ve never seen this called at any level of football UNTIL TODAY WHEN IT NEGATIVELY IMPACTS THE SAINTS
