Nobody in the first list is a franchise QB. 2/3 of the second list is, but you have to spend so much draft capital to get them it is not worth it. Draft picks and rookie salaries are too valuable in the NFL to trade away. You sign a prove it deal with QB's with potential until one pops off while you hunt the drafts hoping for things to line up.

Carr is the only guy on your list I would even consider before Jaboo.
Also Jimmy G is not in the same class as Rogers or Wilson (in fact, he sucks)
