Because Zion is mostly playing offball and Houston has done a good job of denying and corralling Zion when he gets the ball on the elbow.

I’ve only been watching in the background, but are they letting Houston hack the team or are the Rockets getting a bunch of clean steals? It seems like the refs are swallowing their whistles and the Pels are wilting.
