It's refrencing "outlaw country" that was popular in the 70's and 80's, before pop with a twang took over. Waylon Jennings, Willie Nelson, Merle Haggard, David Allen Coe, etc. etc. And Eric Church is in no way shape or form similar musically or in song writing talent as those individuals.

jennifer nettles has a good voice. what you hear with sugarland is what the record company wants her to sound like.
a friend used to play the same clubs she did around atlanta before her sugarland days. he said she didn't sing like she does in sugarland.
i tend to believe him the woman can sing.

"Outlaw" is/was a term used to describe artists that fought for control and creativity of their music. Guys like Willie and Waylon fought to break away from the Nashville mold.
On the other hand, guys like Eric Church sing about chewing tobacco and Nascar, and brag about smoking weed.
