The Stone Roses had one great album. It's admittedly fantastic, but geez, so did Clap Your Hands and Say Yeah! Hell, I'll put Washington DC by itself up against that list.
One album wonder? Minor Threat or Rites of Spring.
Band that defined a subgenre? I give you Black Flag (ok, they are primarily west coast, but Rollins is DC) and Bad Brains. (or on an even smaller scale, Nation of Ulysses)
Revered alt band that is known for its unique distribution to attack the record industry? Fugazi says hi.
That's not even getting into Chuck Brown, who misses my 1980 cutoff point. But DC has its own genre in go-go (we also invented emo... they can't all be winners).
