You have to parse it out. Bon Jovi and Motley Crue are obviously tier one. Whitesnake and maybe Warrant are tier two. Great White is tier 3 and burning people to death in small clubs.

If we're sticking to pre-hair metal era, I'd definitely put Foghat in Tier 3 along with bands like Uriah Heep, Kansas, Marshall Tucker Band, The Outlaws, and Blood, Sweat, and Tears.

No way Warrant is Tier 2.
Tier 2 is bands like Rush, Styx, and Kiss. Tier 1 has AC/DC, Aerosmith, Bon Jovi, Journey, Van Halen, Motley Krue in the 80's.
Tier 2 would have bands like Skid Row, Def Leopard, Iron Maiden and Quiet Riot.
Tier 3 would have Warrant, Dokken, Cinderella, Tesla, Ratt, etc.

I'm not sure "Rock" HOF membership is truly indicative of anything.
For example:

Tupac Shakur
Joan Baez
Bill Whithers
Donna Summer
Darlene Love
Jimmy Cliff
All IN the Rock HOF

The virtue signaling alone make the institution dubious on merit.
There are many black artists deserving of induction, and most have long been so inducted. But, NWA and Public Enemy, for example, are just not those artists. Or most hip hop acts of the gangster/post-gangster era.
Grandmaster Flash and Run-DMC, for example, have credentials for influence and crossover. The later hip hop groups and individual rappers do not, IMHO. They should have a Rap or Hip-hop HOF to recognize those.
Obviously the giants of early blues and R&B deserved induction and most, largely are.
