If you don't have something to say, then why have random phrases that no one understands?

The music is great, but

Anthony Keidis is like the worst lyricist of all time.

"sailing on a censorship" that's a pretty good line, and might be the key to the whole song, if you think about the title, and what's going on in the world.
I think I get what the song is about, but it might be too clever.
I'm giving a link to American Songwriter magazine, winners of the recent lyric contest. Scroll down and check out the runner up song.

The lyrics will seem better live when they are shirtless and jumping around stage aggressively

Dada lyrics have a long history in rock music. Not every lyric has to mean something, sometimes the word play is interesting.

The chorus is a lil meh, but it's great hearing Frusciantes guitar tone with the Peppers again.

John Frusciante is the man, but I've just never been able to get into any RHCP songs.
