I'll give credit where it's due since NIN wrote the song. But Cash literally sang it as his last goodbye since he passed away not long after. Doesn't get a whole lot more depressing than that lol.

Jeff Buckley's cover of The Smith's "I Know It's Over" is hauntingly depressing, vocally & lyrically: LINK
(Hard for me not tear up at the 5:09 mark just as he getting to the "Oh Mother, I can feel the soil falling over my head" verses. His voice sounds so genuinely hopeless.)
Not in the pop song category, but Samuel Barber's orchestral Adagio For Strings is a beautifully somber composition: LINK
The instrumental rock band Explosions In The Sky's "Our Last Days as Children" takes melancholy & nostalgia into sorrow for me: LINK

Can't believe someone would question Mike and the Mechanics - Living Years. Other sad songs that stand out are Cat's in the Cradle (what a gut wrenching song), Conway Twitty - That's my Job, etc.
Three more songs that are a bit random but great sad songs I think are overlooked are:
1) Bruce Springstein - Philadelphia - song about a lonely forgotten person dying of AIDS. Lyrics speak vividly of a person being "bruised and battered I couldn't tell what I felt, I was unrecognizable to myself, saw my reflection in a window and didn't know my own face, are you gonna leave me here wasting away on the streets of Philadelphia?" The song really hit home when I met a very pretty completely normal young women with HIV. You could literally hear the loneliness, regret, and crushed spirit in her voice. I felt so sorry for her and can't imagine having to live with such a life altering and alienating disease. I have a much more compassionate outlook towards people with that horrible misunderstood disease now.
2) New York minute - Don Henley - sad song made even sadder with all the 9/11 memorial videos tied to this song.
3) Elton John - Empty Garden - great tribute from EJ to John Lennon following his tragic death.

I think the late Etta James must have experienced pain more sharply than the average person. She was able to lay down some incredibly hurtful lyrics.

First time I ever saw my dad break down and sob,about 1 year after he lost his dad and we were driving somewhere when it came on the radio.
The man had to pull over while we just sat there and watched him break down.
