The Hall has done such a poor job of recognizing the 80s. I would definitely look at at top bands of all of the various subgenres of that decade, instead of cramming even more artists from the 1970s.
I think a reasonable class would look something like this:
Sonic Youth
The Pixies
Bon Jovi
The Cure
The Smiths
Iron Maiden
Whitney Houston
Duran Duran
Eric B and Rakim
The Replacements
That's a good mix of influence and popularity, covering almost all major genres.

They are all eligible. It's 25 years since your first album, which is why Nirvana was eligible on the 25th anniversary of Bleach.
