Tosches did not ID Hall as the author -- instead he coyly said the song was written by a singer-songwriter "whose work is marked by an excessive poignancy". It was only many years and some online research later that I connected Hall to it.
Despite the title, it's not a Johnny Rebel-type but conventional liberalism: one of the lyrics is "What a frickin' disadvantage when you never learn to hate."
