I think in the long run, Willie Nelson makes the list. Especially for that time frame, he's been active for almost all of it.

That's why I was asking genre (assuming it was a "popular" music genre) -
For country, the only automatic spot, I think is Hank, Senior. If we interpret "musician" narrowly, then will Glenn Campbell, Chet Atkins types dominate the list? Or will singers and singer/songwriters like Willie, George Jones, Conway Twitty, Patsy Cline, Loretta, etc. crowd everyone else out? What about mega-crossover types like Kenny Rogers and Dolly? Or even Garth?

I kept it to those who played instruments, since Musician was the question. If we opened it up to vocalists then Etta James has to be put in that list as well.

Strait is solid because he is a traditionalist and didn't stray from that path. Johnny's music was too diverse to be considered a country artist. He would flip flop from album to album with different genres. In his later years with Rick Rubin, he was a rock/rockabilly singer as he wanted to sing different genres of music. If he is anything, he was an americana artist.
That list is tough to replace. I like Waylon but I have to give it to George Jones in a close one. I felt that George Jones is the essential country artist.
