Don't know about best, but Josh Ritter is criminally underrated as a storyteller.

Ritter's last couple albums haven't been as good as his earlier work. I'm a fan though.

I saw him (Clark) a couple of years ago at a small venue in Houston, he's a real troubadour, nice repartee in between songs.
I'm a Kristofferson fan too, but Clark by a nose.
