i'm definitely a phish fan & have been to a couple of their festivals (great went & big cypress), but responsible for the festival scene? nah. before anyone ever heard of phish, there was montreaux, pinkpop, lollapalooza, summerfest, glastonbury, reading & leeds, etc.....

maybe phish helped a tiny bit with the "national branding" of certain festivals in the US (ie bonnaroo), but that's it.

precisely, the brits would laugh at phish. Glastonbury is leaps and bounds ahead of any shitty festival they've ever played.
