He came up with the idea sitting in a traffic jam in california.

Gatlin describes his inspiration:

I was stuck in a traffic jam in 1978, right in front of the Hollywood Bowl, and right in front of me was a 1958 Mercury station wagon with Oklahoma license plates. It had a bunch of kids and boxes and, you know, pots and pans and stuff.
And I said to myself, because I had read John Steinbeck's “Grapes of Wrath” … “These poor folks, they're coming out to California to get rich and famous, and they're gonna find out all too quickly that all the gold in California is in a bank in the middle of Beverly Hills in somebody else's name.”

I took the little Hertz Rent-A-Car slip and I grabbed a pen out of my little saddlebags and I wrote “all the gold in California … .”
The light changed, the traffic jam broke up, and I went on over to Burbank where they used to have the Johnny Carson “Tonight Show.” That's where Warner Brothers Pictures is located and Warner Brothers Records. I had a meeting with Mr. Mo Ostin, very iconic producer, then I went out in the parking lot, I sat in my Hertz rental car, and I wrote “All the Gold in California.”

Do you mean Luke Bryan doesn’t write all of his songs while sitting in a truck around the fire on a red dirt road drinking beer while his baby’s legs hang from the tailgate as she sips her sweet bourbon drink?

In fairness, where he grew up, he probably actually did live this.
All the Gold is a great song. Gatlins could harmonize!
