Eminem is #1 by a (8) mile.
Dude came into a genre that was 99.9% black and took it over. Not to mention his lyrics are far and away the most well constructed of anyone ever. One line could have 2-3 different meanings in it.

yup. lyrically, Eminem is far and away the best lyricist.
regarding 2pac, he may have been the most charismatic rapper, but he wasn't anything special lyrically, and he benefitted from excellent production during his time at death row. his music sounded great, but there wasn't as much meaning behind his words as there were with guys like em, nas, biggie.
