Buddy Rich is #1 for his combo of influence and technical proficiency. I don't think it is a contest.
Now lets get into the weeds a bit here but using "influence / ability / notoriety" as a meter here I'll go down the list (my opinion of course)

Guys like Buddy, Gene Krupa and DJ Fontana started it all Ginger Baker and Mitch Mitchell took that and shot it to the stratosphere, I think they’re the cream of the crop, Bonzo’s probably the grooviest drummer lays down a sick arse beat
