Whenever my wife or anyone says that, my response is always "oh yeah, name one of her movies from the last ten years." Then the wheels start turning when they realize that she's been in some pretty terrible movies over the last decade.
That's because the only movie anyone names when talking about Lindsay Lohan is "Mean Girls," which was a pretty decent and funny movie.

Kristen Stewart is not bad. She plays a droopy character in Twilight but she was great in Adventureland. She was horribly miscast as Snow White

On the small screen - Rachel Dratch
Ugly and not even remotely funny. She trumps any of the ladies listed so far.
Maggie is actually a pretty good actress. I think her looks cause people to overlook she can act.
Heigl is a horrible person, but I have no problem with her acting skills.
January Jones was pathetic in X-Men but she is hot so she easily trumps Dratch with her hotness.
Sandra Bernhard is another good choice although she hasn't ever hit it off on the big screen. She was in the King of Comedy but most of her work has been for the smaller screen.
She is easily one of the ugliest humans to set foot on the planet and she has an annoying acting style.
Tori Spelling should also enter the equation somewhere.

No, she is bad. She was even horrible in the one minute she was in at the end of Jumper. She made Hayden Christiansen look like a good actor.

fwiw, Rihanna was ridic in Battleship. She isn't an actress but her performance was so bad it still merits a mention.
