They say that it ties into the Dr. Strange sequel but we'll see how that turns out.

*****SPOILERS FROM THE COMICS*****
Wanda is a good person whose hard life has caused her to go a bit cray-cray. For purposes of the show what you need to know is that she used her magic in an attempt to allow Vision and her to have children. Eventually it was discovered that the children were actually born of shards of the soul of the devil named Mephisto. After the children had grown to toddler level, Mephisto took his soul shards back (meaning her kids, twin boys, basically poofed).
She went to Xavier for help as she was having the mother of all mental breakdowns. Xavier didn't realize how much her powers had grown and expanded so when he tried to ease her pain with his mental powers, he accidentally unleashed them. This caused reality to change into what became the House of M series. That series ended with Crazy Wanda de-powering ~90% of all mutants.
I think this series is a take on those storylines.

Also, throw in some Avengers Disassembled. It's a great way for the movie universe to clear the deck and let older characters retire.

Am I the only one who is concerned that by retiring the widely popular characters, comic book stories will lose popular appeal?
I'm sure there are some great storylines as the multiverse continues but it seems things are gonna get complicated

The problem is the actors have a bit of a shelf-life when it comes to playing these roles due to aging. There's also the issue where they just get tired of playing that character (see: Chris Evans).
The characters in the comic books don't have such a restriction, thus Superman and Lois Lane are still just as young and vibrant now as they were almost a century ago.
This all means there's far more story content that can be adapted from the comics to the screen for certain characters than any single actor could possibly play. So either the on-screen version has to either pass the mantle, die off, be physically "reborn" (see: Doctor Who) or the franchise has to be rebooted with a whole new cast to reprise these roles (Star Trek, anyone?)

Yeah... comic Scarlet Witch is scary powerful. Her abilities to rewrite reality aren't touched on too much these days though, sticking with "chaos magic". Still, House of M demonstrated what she could do if she lost control.
