There have been six previous ties in Oscar history. I knew that Katherine Hepburn and Barbra Streisand tied for Best Actress in 1969, but there have also been ties for other minor awards, and in 1932, Wallace Beery and Frederic March tied for Best Actor.

I think this is what he's talking about.

There are certain requirements the Oscars now have for "representation and inclusion standards." I think the gist is that basically you have to meet at least two of their standards in order to be considered for best picture.
