That’s correct. It was originally intended for Andy to provide the comedy, but after a few episodes they realized that Barney would provide the comedic role most of the time. So they started to transition Andy towards a wise, albeit scheming, father figure of a character,

Plus it’s just a fact that dumb guys, esp dumb fat guys, provide easy humor. Is there any sitcom without an outlandishly dumb person for cheap laughs?
