Even the top American animators, Gene Klean, Don Bluth, Floyd Norman could all crush CGI (even a lot of modern CGI) in the 80s.
The paradox of CGI isn't that is was ever supposed to surpass human artistry. It was just supposed to help with speed and/or costs. But, with its advancement, it became prone to overuse, which ironically drove up costs and added additional delays. And it ends up shittier.
Which wouldn't be as big a problem if they just used it in place of human animators - human animators who would deliver a better product anyway.
It is a pickle - a hell of Hollywood's own making. In striving for hyper-realistic animation, they've simultaneously entered the Uncanny Valley and pulled back the curtain on the Wizard of Oz. Quite a pickle, indeed.
