The Gov should have been sprinkled throughout the season.
That way you can just show the bloody ending (I'm sure the family is about to die) and still not lose momentum from Rick and the others.
The last few episodes were intense and now its slowed the frick down.
Holding out hope for a great ending though.

Is this episode supposed to make us feel bad for the governor so when Michonne tracks him down and kills him we all think, "Aw he wasn't so bad."?

It's a flash back episode. You don't sprinkle flash backs through out a season while other things are going on. It creates confusion with the time line.

I don't think he's going to just kidnap her and run off. He's probably going to try to reestablish his family with this broad and the girl. I'm sure this will take weeks to develop and get to some horrible gruesome payoff. Maybe not.

I like them taking the entire Governor story into one or more episodes. I hated when every other scene was jumping back and forth from Woodbury to the prison. I enjoy the focus shifting completely for an entire episode.

To each his own. I have enjoyed this episode. It is showing how the governor is a shell of his former self.
He is out of the game right now, yet all of these little things are bringing him around to his former self.
He has a new group with a little girl that reminds him of Penny. This might give him some renewed strength, which ultimately leads to why he attacked the prison at the end of the last episode.

Naw. This episode is supposed to get our guard down so that when he kills those people and kidnaps the girl, we all go "Oh crap!".

Assuming they are normal medical E cylinders, they have a capacity of 680 L when full. So assuming a minimum rate of 2 L per minute (which is relatively low assuming end stage lung disease) two cylinders would last roughly 12 hours.
