I couldn't believe what I was watching when he started talking. It was bad enough that they had somebody that sounded like James Earl Jones dubbing Val Kilmer, but it wasn't even close to matching Kilmer's mouth.

Yeah, that doesn't matter.
Firs are investing millions of dollars to be managed by the directors. They want people to be responsible for that investment and when you start making excuses for why you handled it poorly, it doesn't. After the reason, people take note

I think it had something to do with his tongue cancer. His tongue was swelling while they shot his scenes, and the dialogue was hard to understand. Maybe they didn’t want to reshoot his scenes because they didn’t want to embarrass him due to his cancer, but it was the wrong call.

Not being allowed to film 15% of the agreed upon shooting script isn't something you can really blame the director for IMO.
