I think the director has said it's a Halloween movie because it's how the citizens of Halloween Town react to Christmas.
To me, this still doesn't make any sense.
I think it's a great Halloween and Christmas movie, and a traditional watch for me after Halloween because of the timeline.
It's also probably my favorite movie of all time. I absolutely adore it.

Halloween - but mainly due to the overwhelming Halloweentown characters. However, it could be Christmas since it actually begins AFTER Halloween.

This. It's somewhere in between. Jack wants to be Christmas but in the end he realizes who he is and proudly accepts being The Pumpkin King again.
Plus, what time of year does it start showing up on TV? Always Halloween, never Christmas as far as I know.
