What it does so well is to harken back to that age of Hollywood comedies that particularly Kate Hepburn and Cary Grant were so famous for - Bringing Up Baby being a notable example, but also The Philadelphia Story, It Happened One Night, Topper, You Can't Take it with You, Arsenic and Old Lace - some of the best of the early talkie comedies had this rapid-fire banter, jokes within jokes, and so on that really intensifies and adds energy to a comedy. Even The Thin Man movies from that era used the energy and comic timing and chemistry of William Powell and Myrna Loy to deliver this sort of smart, fast, witty comedy.
It amazes me that this voice cast can pull this off so well, as I assume they record their parts in isolation for the most part. Maybe the production team does a good job of getting multiple takes and edits together the best ones.
The intentionally ambiguous time setting, the archaic Cold War overlay, the overt (yet comical) sexual content - it is an extremely well-executed package (Phrasing?).

I love the way the next scene starts with the word or words that would have ended the previous scene. Pretty clever.

Seriously, this series has some of the sharpest dialogue on TV. Adam Reed (who voices Ray) is the main writer, I think, and it's obvious he's very literate.
