Great villains in Marvel:
-Norman Osborn: not just as the Green Goblin, but also as the Iron Patriot and as the director of the Thunderbolts
-Wilson Fisk: Already mentioned
-Victor Von Doom: Already mentioned
-Erik Lensherr/Max Eisenberg: Already mentioned
-Loki Laufeyson: Already mentioned
-Nathaniel Richards (Kang): Need Marvel to get the FF rights for this
-Herbert Wyndham (High Evolutionary): One of Marvel's greatest villains who they haven't even touched on
-Samuel Sterns (The Leader): They need to flesh this one out in films. Tim Blake Nelson is still a good casting
-Johann Schmidt/Dell Rusk (Red Skull): Horribly underutilized in film
-Helmut Zemo: see above
-Thanos: hopefully they don't screw this up

While I loved Kilgrave, I still think Loki is the best Villain on screen.
I think this whole time we had Black Widow and Hawkeye as secondary heroes, we should have had someone like Taskmaster be in most of the movies as well as a secondary villain.

Thanos is simply a Darkseid ripoff though. Even Marvel themselves have admitted it. If the Avengers and Justice League inhabited the same universe, Thanos would have never existed.

I've never read a comic book in my life, but everything I've seen from him has been on the bad side. I watch the Spiderman and Avengers cartoons with my 5 year old. I still like him and he could have easily been in the role of Black Widow, appearing in Iron Man and Cap movies, just for Hydra, especially in the Captain America movies. Hell he could be on Agents of Shield. I just think he's a good secondary character that can have small roles in many of the movies and be effective.

That's why I actually had no problem with Zemo. But on the other hand, I think Lex Luthor in BvS is the worst villain I've ever seen, and that includes Mr. Freeze, etc (I'm sure it had a lot to do with the casting).
But I have no comic book exposure other than the movies, so I really don't know how badass Zemo was in the comics.

Any list with Juggernaut as a good villain is immediately suspect. Like, its decent in concept, two brothers and one is a hero with his mental powers (Xavier) and the other is a villain with his physical prowess. It just doesn't work, as every use of Juggernaut devolves into "getting him to stop his momentum so someone can tear off his helmet."
From a comic side, Marvel tends to have its villains specific to its heroes, and there isn't much crossover. The only one with a truly great rogue's gallery is Spider-Man (Doc Ock, all of the Goblins, Electro, Lizard, Rhino, Sandman, Venom, etc.). The MCU has a definite villain problem (also because Cap has one of the WORST rogue's gallery), but here's some good ones not used:
Kang. fricking Kang the Goddamned Conqueror. Get on this. Kang is awesome.
Immortus. Kang is so awesome that in the future, he will become an entirely different person who is also a great villain. Of course, Kang spends a good portion of his time messing with the timestream so he can kill Immortus so he never turns into him.
Taskmaster. The best one-off joke that turned into a real character, he trains all of the henchmen for all the villains. It's sort of meta.
Dr. Doom. Now that the Fantastic Four has crashed and burned again, let's give the best villain in the Marvel universe to the Avengers, who he has fought, so he can delight in his true super villain glory.
The Skrulls. Alien shape shifting race bent on killing us all? Let's do it.

The best Avengers villains are guys like Korvac, Kang, Thanos, etc.

Korvac, technically, is not a villain. But the Korvac Saga would be amazing, and the logical place to go next once they deal with the Thanos stuff.

Tell that to Agents of Shield, who are about to allow someone who seems impossible to stop, to turn the entire planet into zombies who obey whatever the bad guy says. hell they even have a fricken nuclear bomb they stole. you'd think one or two of the Avengers could help out a little before the earth is destroyed.

Hey now don't talk about Flag Smasher or Hate Monger like that....
But seriously, Brubaker did overhaul Cap's lineup to great effect starting with Bucky and going to Sin, Faustus, Machinesmith, etc.

This, but I'm actually surprised we haven't seen him on AoS, Netflix canon or the movies. Big missed opportunity on that one.

Wow.. I've never really put together the pro's and con's of each comic corporation like this..
The DC villains are more intimidating because the heroes are damn near gods themselves..
And every hero in DC has an exact weakness. . Kryptonite, the color yellow, etc..
But in marvel, everyone is really kind of slightly enhanced and is subject to normal damage....
Just saying thanks for the thread.. got my mind thinking.
Now, if we can do a set of movies with image characters I'd be happy

Image could have some great movies, and I think Wic+Div is in development, which would be amazing. I'd pay money for Lazarus or East of West. I think Lazarus could legit win an Oscar if done correctly.
