I disagree. I think his status will allow him to be passed over while some lowly druggie will probably get arrested. MM clearly thinks they arrested the wrong guy the first time. And I think not arresting the preacher would especially stick in his craw.

You're the only person thinking he's an impossible character though. You're hung up on the fact that he would've never gotten the job but we have no idea of what he did prior to 1995 or the circumstances regarding his hiring or move from Houston.
We do know that he is an alcoholic who frequently uses DXM and Barbituates which makes his behavior very believable. If his character is unbelievable than pretty much every single "bad cop" character in the history of film is an unbelievable character. Because quite frankly MM's character is more believable than the vast majority of them.

Well we know he acts and lives like an addict in 1995 and we know that the director clearly wanted to make it clear he's using now. We also know that he is quite clearly still using in 2012.
I think assuming that it becomes a pattern is about as safe of an assumption as you can make at this point.
