Even the best shows have cliffhangers some of the times. GoT, Breaking Bad at the end of Season 3, Walking Dead at the end of Season 4 (Terminus).
There were too many cliche action episodes this season that got resolved at the end of the show. Hopefully, Negan brings this series back to where it belong - edgy and mysterious.

Meant a season finale cliffhanger. They pulled the Glenn bullcrap soon enough in the season that they could do the reveal before the mid-season finale.
ETA: Plus it was pretty obvious that Glenn survived considering no one from the group witnessed it, and they never showed his dead body.
