I like the Fifth Element a lot and it is definitely a fun movie. The Chris Tucker role is incredibly odd but I think it works.
Off the top of my head, I think Kill Bill was a good suggestion. I am also a sucker for Kiss Kiss Bang Bang, although I don't know if that meets your definition of fun.

Luc Besson makes memorable, and lasting movies.
Agreed. Leon the Professional is amazing. Danny the Dog was pretty awesome, too.
I enjoy Guy Ritchie's movies. Lock Stock and Snatch are both really fun movies, with some serious body to them, like The Fifth Element. Lock Stock has to be one of my favorite movies ever.

One of the first names that comes to mind when I think of "fun" movies that are perfectly-paced and highly re-watchable.

I have to agree with the OP that The Fifth Element is a fun movie that never actually takes itself too serious and it has some belly laugh moments...like the nutzo armed robber.
'Nice hat.'

Dungeons & Dragons approaches critical mass of awfulness in story-telling, characterization, wardrobe, makeup, music, verisimilitude, and faithfulness to the titular subject matter.
But it's a really entertaining fantasy movie, mostly because of the bad acting and writing and Bruce Payne's blue lips.

If this movie hadn't came out in 97 Robocp and Total Recall would blow it out the water.
