Nah...Ferris needs Cameron as much or more than Cameron needs Ferris.
Ferris is popular, but he clearly has no close friends. Everyone likes him, because they basically want things from him and he delivers because he likes being popular. Cameron doesn't seem to fit that profile. Cameron isn't asking Ferris for things, and in fact, he's the only thing remotely keeping Ferris grounded. Cameron is the only one who tells Ferris to stop.

There isn't enough supporting evidence in the relationship between Cameron and Sloane to help this.
Also the entire subplot between Ferris and his sister takes up way too much time and energy for this to be true.
If the movie is centered on Cameron why are we seeing Jennifer Grey make out with Charlie Sheen?

IMO it's far more likely Cameron and Sloan are Ferris imagining himself being popular and going on an adventure than it is Cameron imaging Ferris.

All of this. Plus Ferris' parents are total pushovers, and Jeanie is an obnoxious brat who no one listens to. Things are almost too easy for Ferris, so I think he subconsciously wants to be kept in check by someone he respects, and Cameron does that for him.
You kind of see their dynamic early on after the phone call to Rooney. Cam unloads on Ferris, who reacts like a scolded little boy, then immediately apologizes and begs Cam not to leave.
