I don't know exactly how to explain how I think of that scene, and it'll come out badly no matter how I type it.
I believe Daemon is so much just wanting revenge and retaliate he's grabbing her to make her shut up and prove his point. It's not to hurt her, but to get her to understand that she should be just as pissed as he is and there should be no quarter. I read the book but don't remember.
I could be way wrong, no big deal. I always thought of him as a anti-hero, so I don't know.
As far as it being an accident with Aemond, IDK. He clearly wanted to get an eye. The only thing I see wrong is Luc's dragon "fired" upon Aemond and then it's on.

Once Arrax disobeyed Luc and blew fire in Vhagar’s face, Vhagar probably went into a rage. Just completely ignored Aemond and wanted to kill the dragon that attacked her. Neither rider had control of their dragons in that scene. They were both just along for the ride

It sets some things up, but basically to show that they are unclaimed dragons that are full grown and capable in a war situation (if they can be controlled)

Well that’s what Alicent wanted (and why she was determined to grab Aegon II first). She wanted to try to throw a peace offering to Rhanerya and play up her emotions to get her to fall in line.
