Robert was pretty terrible. He wasn't cruel and sadistic like the Mad King, but he had no desire to be a ruler. Remember in S1 how shocked and disgusted Ned is at the state of the crown? Ned didn't know how bad things were until he got there. Jon Arryn basically did everything for Robert.

i just got the impression Robert ate, hunted and fricked and let Arryn rule. Not terrible but not great either

While Robert definitely whored and ate and hunted, his Master of Coin did little to remind him that he was burning through it.
It was also always interesting that Littlefinger could make money "appear out of thin air".

yeah robert wasnt the best, but i agree he wasnt terrible. we saw what terrible was with the next go round.

this is where I get a bit confused. so clearly LF wanted the kingdom to be in tremendous debt. but why? if he was to ever climb the ranks, how would this help?
is his end goal then to get the kingdom in debt then work with Braavos and promise to pay the debt if hes in power?

i really dont see this to be the case for LF though. he seems to want power and to at least rule something. all of his motivations has been to slowly maneuver himself up the ladder of power. maybe he plans to sell Westeros out to Braavos and hope to rule with them?
