Barristan Selmy - at his best in the series or at his best period? he has the best rep in westeros
Jaime/Brienne - Jaime was malnourished as shite when they fought. hands tied together is a slight disadvantage as well, even when fighting with a broadsword. Brienne still overpowered the shite out of him
Sandor
Robert Baratheon - loses points for getting killed by a pig
Ned Stark - loses points for being honorable
Robb Stark - at his best he has a giant fricking direwolf fighting with him so yeah
Jon Snow - at his best he has a giant fricking direwolf fighting with him so yeah...also admits that robb is the better fighter

Not my call to make but I would suggest yes. I'd say something like it would have to be someone who was alive at the start of the series (show/book) at their highest level.
That way it would eliminate any historical or even potential future characters but you wouldn't have to pick between books/seasons for current people.

S2 Gregor played the giant that got speared with the giant arrow in S4E9, so I guess you can't use him.
