Varys is the most likely. Varys has always been close to the Targaryens, he may be one himself. Many speculate he's a Blackfyre sleeper cell but even if he's a Blackfyre, he's a Targaryen loyalist IMO.

I just rewatched the episode. Sam reads the letter to Maester Aemon, but definitely didn't say who it was from. The glimpse of the paper is too short to see if there is a signature on it. It's gotta be Varys.

The doll was like a pox blanket given to the Indians, it rubbed off on her.
They were able to save Shireen because she was very young, Jorah may be screwed because he's older.
The stone men touched Tyrion's boot only, no skin contact, and it happened to be under water. If they had touched his clothes and then it rubbed On his skin like with Jorah..BOOM grey scale.
