The population of Earth will have doubled within fifty to sixty years (hit 4 billion around 1974, currently around 7.6 billion) so if other civilizations had similar patterns, then yes.
He didn't reduce the size of the universe, just the population.
Sure, there's a limit to that doubling (the Earth can't sustain a population of 20 billion) but the Universe should be able to get back to its previous population numbers in short order.
